How is "one step" worked out?

With both feet together I step forwards with my right leg.

Is this classed as one step? Or do I need to follow thru with my left leg to bring both feet together?

Just trying to work out someones walking speed/steps.

I did 104 'steps' in 1minute 20.

    One step is the step you take with one leg followed by the other leg.
    A step followed by bringing both feet together before taking another step is step and pause.

    Exactly what you are trying to work out would be helpful.
    'steps' are not used as such in either.
    DLA comes closest - with the definition of what walking is - but how many steps you can do from this perspective doesn't matter.

    PIP for example - if you take over twice the normal time to walk a distance - you qualify.
    It doesn't matter how far you can walk.
