Do I pay or not

Please can anyone help
I got a Parking Charge Notice. When I was visiting to do some work in one of the flat. The car park have a sign inform it was a Private Car Park, so I looked around to see where to car but the was NO sign inform where visitor could park.
The was some very small number on the kerb stone around the car park. But the numbers are not in any order and a LOT of them cover in leaves and some numbers had been rubbed out.
I tried to find an area where I could park but was unable, so I decided to park in the flat I was visiting (25) but again a was unable to find the number. All this had taken up time and I needed to get the job done so I parked next to bay 24, hope it was 25 bay the flat I was visiting.
I have visitor the car park again and walk around the car with the flats caretaker and neither of us could find bay 25.

I have appealed to the company (Link Parking Ltd) who turn it down, I also appealed to IPC who also turn it down and say I must pay Link within 14 days.

I have lot of photos to support my appeal

Link reply said I could had park off site, but the yellow line all around also I need tools for the job and it would had only taken few minutes to find the visitor places BUT the no sign for visitor bays

    Have you spoken to the owner of flat 25? He may be able to get the ticket cancelled by the Managing Agent.

    If not, current advice is to ignore tickets issued by this company as the appeals system they offer is seriously flawed.

    If they issue court papers come back for further advice. Did the invoice mention v.a.t.
    You never know how far you can go until you go too far.

    No - you don't pay it and you were always going to lose at IAS.

    So now you are here you collect any threatogram letters and if they try an actual small claims this is very defendable, fairer than IAS which is allegedly, a kangaroo court. And you have surely misread it, the decision does not say you 'must' pay does it? IAS can't tell you that you 'must' pay. Wait and see and if you need help with a decent defence, shout again here.

    The Parking Charge Notice has NOT VAT on it.

    So now it's a waiting game and if you need to defend a small claim it will be fairer/easier than IAS!

    IAS big scum of the dear old earth.
    PPCs say its carpark management, BPA say its raising standards..... we all know its just about raking in the revenue. :eek:
