Samsung TVs and Headphones.

Really?. I connected a scart to phono, red, white and yellow lead between my tv and amp and listened to my tv through it. It sounded great on headphones. It worked independently of the tv sound. Volume could be adjusted and muted with no difference to the phono output. I forgot to try watching the Pvr but will try later.Scart connectors are only 'Scart in'.
Tv is a UE32F50000 -
Alternately this might work. http://www.ebay.co.uk/itm/Digital-to-Analogue-Optical-Converter-416013-/221126728181?_trksid=p2054897.l4275

To be honest, I think every TV or stereo i've ever owned has done the same
I wonder if connecting the optical audio disconnects the sound - i bet it won't. You'd then need to find a device that can allow you to plug analogue headphones into the digital optical connection - like this:
http://www.amazon.co.uk/Prosteruk-Digital-Toslink-Converter-Adapter/dp/B00KNNSKV0/
So, your job is to find out if Samsung TVs disconnect their speakers if you plug in an optical cable.. I've not got any optical cables or I'd test it for you0 -
First converter in my link is the same but yours is much cheaper
I've just tried using the pvr connected via hdmi and a playstation connected via composit inputs and neither feeds the scart sound output. Oddly you can watch and listen to the pvr on the tv while listening to whatever channel the tv is on via the scart and amp.
I don't have a toslink cable to test speaker switching.0 -

Well as I said in first post 'Both sets of headphones work with a Panasonic Viera and a Sony Bravia and also worked with and old Sony CRT' i.e headphones and TV speakers are both on simultaneously.

See comment in red.
My pal with the new Samsung has checked about the optical cable and, again(as posted above). When one uses the optical output connector of the Samsung one has to change the set-ups to ‘Use external audio’ which automatically disconnects the loudspeakers.0 -
I guess you can't buy that TV then0

TV might have phono sockets for output to Hi Fi or audio equipment on the back but you will need adapter Phono plugs to 3.5mm (or whatever yours is) socket. Works on my Sony Bravia.0
