Damp and basements

Hi all,
We moved into our new house in July, the surveyor said there were damp issues but nothing major. We got in a damp specialist and had a survey carried out, rising damp was the problem. Ok, we can get that sorted we thought.
We went ahead with the purchase and got a new damp proof course injected. Have removed the previous plaster and will be re-doing.
since then I have noticed damp spores coming on internal walls which connect to the house next door. Also, a lot of black mould damp in bedrooms with the exposed outer wall. Any ideas on what I can do??
we also have a basement which has not been touched, it is muddy and very damp feeling. I have a feeling that a lot of damp is rising from that area onto the ground floor, what can be done about this, again, any ideas?
Would it simply b getting a builder to dig up and lay a concrete floor down?
I noticed on the survey we had done that the basement was not looked at at all. There are also damp patches on the frontroom flooring from underneath in the basement with fluffy white stuff growing. There are also big wild mushrooms growing there!!

Ok -
With regards to the black mould, I would put up some insulating panels on the outside walls. This should stop condensation forming, which will in turn prevent black mould.
In the basement, I would have though the groundwater is rising (as it does this time of year). You need to know how groundwater is fed away from your property. My father in law renovated his basement, and had to dig down to drains level to find away to drain ground water away.0
