Half done kitchen at Christmas

My disabled grandmother wanted a new kitchen done for Christmas and got in touch with care and repair wales, who helped her find other companies to put it to together. The care and repair company put her in touch with a company called kitchen creations they planned her kitchen for her with certain aspects tailored to her and her disability. She became very excited with all of the planning and the thought of having a nice new kitchen to cook Christmas dinner in, they promised her it would be done in time and that she would pay the full amount on completion of the kitchen.
On 1/12/14 the work began and by the 5/12/14 the units, sink and painting had been done. But it was still impossible to use the kitchen as there were no tiles to protect the plaster a few shelves were missing and the electrics still had to be done.
The man from kitchen solutions said that an electrician had been been out somewhere between 2/12/14 and the 5/12/14 but we never saw one.
We later found out that the electrician had come into unannounced had looked around the house without anyone here knowing (besides the unit fitter) which is unnerving to say the least. According to the man from kitchen solutions he had walked straight back out refusing to do the work because he "couldn't get to the plugs upstairs" he could have done if only he'd come to speak to my grandmother.
Now there's apparently "no chance of getting an electrician before the new year" which means that my grandmother won't get her kitchen done by Christmas and has to continue to use the living room as a makeshift kitchen.
Kitchen solutions already want her to pay the £6,000 for the cabinets and the painter before Christmas and before her kitchen is complete.
I was just wondering if anyone on here could offer us some advice as what to do.
Ideally I'd like to find her an electrician so the work can continue and she doesn't have to put up with this stress and disappointment any longer, although that's apparently impossible, suggestions for electricians in the north east Wales area would be much appreciated. If I can't do that, I don't want her to feel like she's going to get swindled by this company.
Is there anything I can do to either delay the payment until the kitchen is done (like they promised) or if she must pay for the work that's been done so far is there some legally binding guarantee she can receive from the company.
They've messed her about so much already and haven't kept her in the loop, leaving her to ring them multiple times a day trying to find out what's happening.
I really don't want her to be disappointed any more than she is.

Contact your local Trading Standards. Don't pay them a penny until they finish the electrical work and you are completely happy with the kitchen.0
