Received notice to keeper - what to do next?

Hi guys,
I received a sticky parking charge about a month ago in a paid car park for parking in a disabled space without displaying a valid badge.
As advised in the newbies sticky I waited for the notice to keeper letter that I received today. I was going to send them the letter provided in the newbies section rejecting their charge I was just wondering if I should include a section saying that my car is registered as being used by a blue badge holder (my mother who forgot to put the badge up) or will this be seen as the "mitigating circumstances" that they do not care about? I just don't want to miss anything out that may help (I don't have a spare £100 around Christmas time).
Also I don't have a receipt for the shop in that shopping centre that I went to but it will be on my bank statement should I incude that and blank out all of the other transactions? Only thing is I think that the council own the car park and rent it out to park watch and not the shopping centre.
Any advice would be greatly appreciated.

Which PPC was it?
Use the template appeal and add that one of the passengers was disabled and is protected by the EA2010 as an additional appeal point. Include a copy of the badge if you want even though it doesn't apply on private land.

Sorry, I don't know what PPC means. I got the ticket from park watch (is that what you asked?)

PPC is Private Parking Company , like Parking Eye , Excel, or in your case , Park Watch
