CPM unfair ticket to the customer

Hi,
I received parking charge notice from CPM on 20/11/2014 stating that I parked in the private car park (which is parking for the customers of three shops) without displaying their ticket. I am usual customer of these shops and I usually park there while doing shopping there and never got any problem. On that day I went to one of these shops and bought some clothes for my daughter. Some one took photos and sent to CPM. I appealed on 02/12/2014 stating that there are mitigating circumstances. following is the letter I sent in appeal:
• Mitigating circumstances
There are mitigating circumstances to explain why I parked where I did and I am requesting that the charge be waived for this reason. I went to the Janatain shop with my fairly to shop some clothes and bought scarf and gown. I have been there for some time (choosing different outfits) having peace in mind that car park is for customers. I don’t know when attendant/camera took photograph as I was putting clothes on my child to try. That car park is for customers and as proof I have their clothes with me.
The car park is for customers and I did custom on the question date. I have been to the shop as well and they said I need to write it to you. Another fact that I received notice on 28/11/2014 and letter is dated 20/11/2014.
Now yesterday (10/12/2014) I received response from them that they rejected my appeal on same basis that I was not displaying any parking permit. They have given popla reference and states that this is their final decision. and if I chose to appeal to popla and if I am unsuccessful then I will loose the right to pay at reduced rate which is £60, and I may be liable to the cost of debt recovery or court action is taken.
I am pretty sure that I am right as I did custom on that day and I have clothes as proof. The shop keepers say that this is parking for their customers and they acknowledge that I did custom on that day but said they are unable to help for this matter.
What shall I do?????

Get the manager of the shop to intervene. Take proof of purchase and advise you will never shop there again if they don't help.
How do you get a permit as a customer anyway?
And did you get a POPLA code?

Read the newbie threads and they will show you how to do a winning popla appeal. Come back after reading them if you still need advice.

The shop from where I shopped are not giving any receipts they are just doing business on cash. I have their clothes as proof and the shop keeper knows me very well. I have POPLA code on the letter. I have read the NEWBIES thread and couldn't understand what shall I do. I read lots of other posts as well.0

Click on the words, How to win at POPLA in post 3 of the NEWBIES thread. This takes you to a section where there are lots of examples you can use. Have a look to see if there is one for CPM and see if it fits your situation, otherwise spend some time looking through the other examples until you find one you can use or adapt.I married my cousin. Read it again. The bit about how to win at POPLA of course...do you really expect people to type out an individual answer in their own time when it's already in the Newbies thread? You have the answer there with example wording and all. Be fair! Show us your draft POPLA appeal after reading post #3 of the NEWBIES thread and we will help, we always help a trier.
