Free car park parking fine

I am wondering if it's worth appealing. I stopped outwith a parking bay in a free car park. I went to go read the train signs which happened to be cancelled and on returning I saw the warden, he said he had already started the process and couldn't stop when I said I'm moving my car. Is it worth appealing or should I pay the fine which if I do within 14 days its reduced by 50%

However most train stations do not have free car parks.... although some do have areas for a limited free period.
Many train stations have either APCOA or MET operating.
Certainly you will need to wait for the NtK has one of the appeal points will be no keeper liability under POFA due to byelaws/ relevant land.

Is it a ticket from the Council via a Civil Enforcement Officer (or whatever they are called in Scotland)?
Or, a ticket from a private parking company like UKPC or Smart Parking (or similar)?
