PCN from IPC member advice

Evening all,
I'm just after a bit of advice/confirmation. I was issued a PCN on 22/11/14 by UK CPS LTD. They are an IPC member.
I am just about to send an 'appeals' letter purely stating I refuse to pay the charge for the fact that the vehicle was parked within restrictions advertised and also the fact that they haven't even listed a 'reason for issue' on the notice.
However, after a bit more reading, both on this site and others I am unsure whether to hold on and wait for a 'notice to keeper'. Is a refusal letter the right way to go for now? Considering I'm getting close to the 21 day deadline listed on the notice.

Windscreen ticket? Wait for the Notice to Keeper (NtK) to arrive between 29 and 56 days of the parking event.
Have you read the NEWBIES FAQ sticky? A very good place to start as it contains a comprehensive guide in how to deal with private parking charges.Please note, we are not a legal advice forum. Thanks for your reply. I've been through the sticky and was originally following the flow chart example, hence the letter. But then also read that I should consider waiting for the NtK, which it sounds like might be a good idea.
What are the benefits of waiting until the NtK? Is it just in hope that they don't bother or don't send it in time??0 -

Have now received my NTK, lovely festive treat. I will be sending them a letter using the template in the sticky.
Just a quick question. The original PCN attached to my windscreen stated no 'reason for issue' (none of the 5 or so boxes were ticked). The PCN goes on to state that the charge has been issued for the 'reasons stated above' but of course, no reason is stated above.
I intend to use this fact to supplement my argument. Is this wise or should i stick to the legal arguments?0 -
Just noticed the same is stated on the NTK.
E.g. 'charge issued for the reasons stated above' ... yet no reason stated anywhere on either the NTK or the original PCN.0 -

Interesting! Just add that to an appeal, making sure not to say who was driving.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
