Parking Eye Help!

July time in 2013 I recieved a letter stating I had overstayed the limit by about 25mins. I appealed online (bad move I know) asking to waive the fine as I was late due to having a new born baby screaming with colic. I didn't hear anything back. I looked online at the time and saw many people saying just ignore the letters. I had completely forgotten about the fine and today I have recieved a letter before county court claim saying my appeal had been rejected.
Giving the time scales of being 18 months later, is this something I can fight easily?
I have looked at the newbies thread regarding POPLA and have checked their website but cannot see that they would even consider an appeal now.
Any help would be greatly appreciated!

Start by reading the NEWBIES thread, especially the part about what to do if you are at court stage.
If the event occurred just after you had given birth you would have had protected characteristics under the equality act 2010 and therefore should have been granted extra time so this will be an additional appeal point.
Hopefully one of the experts will be along soon to guide you but start reading now and keep checking back here to see if someone more experienced has replied.I married my cousin. I had to...I don't have a sister. All my screwdrivers are cordless."You're Safety Is My Primary Concern Dear" - Laks0 -

Best bet is to name the driver (name and address) because you were only the passenger...weren't you...?! The driver can then appeal and win whereas you can't, and you are facing court as a possibility. So think HARD about who was driving that day when you were all out as a family! Then think again a bit harder.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
