Belgium train strikes - travel insurance

Hi guys.
New to the forum so please go easy.
My brother is going to Belgium on the 19th Dec, returning on the 22nd. However, due to the recent train strikes he is worried he won't make it home, or will have to pay extra.
Does anyone have any suggestions on travel insurance companies who cover delays/cancellations due to strike action? Eurostar are honouring refunds for the strikes planned for the 15th so I would guess the train tickets would be refunded. I'm not sure about the hotel costs though? As it stands the last of 4 strikes is taking place on the 15th Dec but my brother is concerned and what's to ensure he has adequate insurance in place.
My sister in law is also pregenant and will be 20 weeks when they travel. Is pregancy seen as an existing medical condition? Who would people recommend using in this instance.

If there was another continuing the pattern of Mondays it would be on the 22nd so presumably Eurostar would get him back the following day or if he could get to Lille he could catch a train from there to London.0
