Railway Station Parking Ticket

Hi
A few days ago I received parking fine at Bedford Station (run by APCOA) for not parking in a designated parking bay.
I was in rush to get train to London, there were no available spaces in whole car park and I parked on an end of a row and was not obstructing any vehicle whatsoever. I paid for ticket as normal and had a PCCN on my car when I returned (04 - not parking in designated parking area).

What is the best course of action?

    Do read the NEWBIES thread, tells you not to appeal until the first letter arrives (and WHY and HOW!).

    I am in the same position as this, Bedford as well, I have read the NEWBIES thread and waited for a NTO/K to arrive.
    Am I right in saying that I should not send a challenge until near the end of the 28 days notice period?
