Can a freeholder refuse consent to sell property

Hi,
I currently looking to sell my property ( Leaseholder) and my lease states that I need to obtain the freeholders permission. I know the freeholder is selling up, soon and that she is not a very nice person. Can she legally refuse me consent to sell my flat, and is there a standed letter to send her to ask her consent.

The freeholder can't unreasonably refuse permission. (i.e. she must have a good reason if she refuses to give you permission.)
She may also charge an admin fee for doing it - but it shouldn't be more than about £40 (unless the lease says otherwise).
