2 tickets from VCS during switch to IPC

Apologies - I've spent the last 2 hours reading several threads on here and although I've found information / templates etc. I've still got a few questions.

So - my partner recently moved into a private apartment block and was given a space in the car park (which fits around 50 cars ... several always empty). I haven't formally moved in just yet but I mostly live there now. We both drive and obviously only have one space. The block is at the end of an avenue so road space is very limited and always gets filled up with cars parking for the apartment. The road curves down and round into the car park which then has 5 signs up warning of parking charges etc.

In September, my partner had his car in the space and I parked mine on the curb of the road which leads round in the main car park (where might I add, several cars park daily, I was lucky to get a space!). I woke up the next morning to a ticket slapped on my window for "Parking in a restricted area of the car park". A day later my partner gets one on his windscreen for "Not displaying a valid permit" - we were waiting for the permit to come through!

I've read that these companies don't care about any circumstances and only care about the law, but the road area in which I parked had absolutely no signs around. no restrictions etc. and is technically not even part of the car park!

Anyway, as I'm at my partners most of the time, but haven't officially moved, the NTK came through to my main home which I picked up late and therefore missed the 28 day appeal (dimly, I was unaware I'd have a 28 day limit until seeing the letter and reading this site). I've "appealed anyway" with the template letter on the newbie thread but then .... received another ticket at the weekend!

This time I was parked in the space and since my partner and I have to keep swapping the permit in our cars, the sticky typically didn't stick and fell off of my windscreen. I got another notice for a £60 fine, increasing to £100 if not paid within 14 days.

I've noticed that the two notices are now different as the first one hit in September whilst VCS were members of the BPA - the second notice is from VCS as members of the IPC. I've appealed the first notice to VCS (albeit late) and I'm expecting a rejection letter soon. Am I to wait for debt collecting letters from that now? Or if they do decide to send a POPLA code, I will follow it with a formal appeal.

As for the ticket from VCS with IPC - I'm not sure how to go about that? Advice appreciated!

Either way, I refuse to pay any tickets for parking at our own home! It's ridiculous and is forcing me to consider moving already. We've emailed this landlord this morning.

Any help would be appreciated.

    I would send the template appeal (as keeper NOT driver) from the Newbies thread for the second one, and then not bother with IAS unless you can prove the keeper wasn't the one who parked the car. Proof could be a signed witness statement from a passenger or another resident who states the time/date/car reg and says they can confirm that {keeper's name} was not driving that vehicle as they were with them/were watching outside as they were off out and recall seeing the driver was male (or whatever!!). Or a witness statement from your work saying you {the keeper} was there all day, not driving the car or parking at home at that time...

    Do not name the driver.

    Check the latest VCS NTK, does it say that they may pursue the keeper 'on the assumption they were the driver' which is a change from the first NTK where they used to use the POFA 2012? Please let us know, maybe posting pics of both NTKs so we can all see the differences - which I think are pretty major.
