POPLA Appeal - Please Help

This was a car that was originally parked at a residential car park at the end of August. The appeal was sent in September. The rejection letter is dated 25 November 2014.
The car had a permit on display, but the company say it wasn't parked "in a bay marked P".
From what I can see I should put as many points of appeal in as possible.
I would be grateful for any help as to points (and where I can find the right language) that could be covered in the appeal. Here a few I've thought of based on what I've seen around so far.
1. The registered keeper of the car is disabled. Can't see from the photograph if the blue badge is visible or not (does this matter?)
2. The bays are not clearly marked out.
3. The Charge is not a genuine pre-estimate of loss
