Funding for studying a 2nd / further degree abroad?

This may be unlikely, but are there any (english speaking) foreign countries where you can go to study at university and get loans from them to pay for the course / living costs?
Non extortionate loans that would be. And I'm thinking probably a computing / web design course (unsure whether a conversion masters or a full degree) or possibly an MBA type thing. Should be fine to do the course but very much doubt I'm bright enough / have good enough grades to get sponsorship.
I have a degree and am studying part-time for a masters at the moment out of interest, but neither are particularly career relevant and I've been stuck in a boring dead end job in an area that doesn't interest me for the last 3 years, going nowhere in particular.
Looked into whether I might be able to do a 2nd degree in the UK, but doesn't look like I'd get any loans for fees or living costs apart from possibly a career development loan and might be nice to study abroad and see a bit more of the world if possible.
