Processor is probably shot.....I maybe wrong, but unless you have tried it in another system and it works it is very likely to be what the problem is.....or the board does not support the processor you have in it (putting an AMD 2000+ into a board which has the top spec of an AMD 1400 Duron)

Just re-read your post......check if there has been BIOS updates on the board you have, or is the board the exact same model which will take the processor you are trying in it, sometimes manufactures will do revisions on motherboards to take newer processors but still give them the same name, the other problem is newer boards may not have a revision but will have a newer BIOS version to take the new processors.

If there has been a revision then there maybe no chance of getting the system to work with the processor you have, however, if the board supports a BIOS upgrade all you really need is to get a lower spec processor in the system so you can get it to boot then download and flash the BIOS so it will take the processor you have.

Whatever you buy, don't touch Q-Tec with a bargepole unless u wanna set your PC on fire.

hehe, are those the ones you see at fairs with a 'gold plated' look. A PSU needs to be much better than just nice aesthetics.

    Q-Tec 500W PSU £19.99

erm..........a 500W PSU for £19.99 ..................I dont think so. It might do 500W for the 1st 5mins of operation but after that its quickly downhill.
