Private parking ticket - advice needed

Hi. I have received a letter today from a debt collector called UCS or Ultimate Customer Solutions. They are asking for £114 for a parking offence at a local hospital in July 2014. They state they have been instructed by Parking Solutions 24 Ltd.

I have not received any previous letters from them nor from Parking Solutions. I have not got the windscreen ticket. I believe that at that time my pregnant daughter attended the hospital for a scan and she was driving my car. She moved to Hong Kong the following day to live.

Am I safe to ignore this letter from the Debt Collector, or should I reply to it? Should I write to Parking Solutions 24?

Any advice would be appreciated.

    Your situation is really similar to other people's recently.

    This needs a complaint to the BPA, and also you should send the first appeal from the NEWBIES thread to UCS and say this is the first letter that has been received so as registered keeper you are entitled to an appeal, so you are treating this first letter as a non-compliant Notice to Keeper and here is your appeal (NOT your version, use our version of an appeal!). Also the email address for the BPA is also in post #6 of the NEWBIES thread, top or 2nd to top of this forum.

    UCS seem to be not sending a NTK at all and assuming the client has sent it when they have not. In the linked case the PPC is an IPC member , but in your case your PPC is a BPA member, but the advice to complain and to send the appeal anyway (from the NEWBIES thread) is similar to that one. Just don't send your complaint to the IPC, yours goes to the BPA.

    If you are the keeper of the vehicle you could tell the PPC the name of the driver and give them her address, thus discharging your liability under POFA 2012. There is nothing in PPC world that says the address has to be in the UK.

    However you should complain to the BPA as C-M says.

    Yes either approach is fine but seeing as there was never any NTK served, I would not give away who was driving, even if they were abroad. No point really; there is no keeper liability so that's the end of that, apart from dropping UCS in the sticky stuff with a complaint and sending the Newbies thread standard first appeal, of course worded from the keeper.
