No, it applies to anyone working in a 'temporary' workplace (temporary as defined by hmrc as intended to be for 2 years or less). It just works very nicely for some military drafts.
Would be interested to know more about Gav C's earlier comment regarding changes last April allowing phase 2 training to now be claimed as I have trawled the legislation and can't find any changes in regards to this?
