Im looking for some decent software so I can tinker around with photos of my grandson and make them into cartoon like photos.

Anyone know any good software that has plenty of examples I can try out for the effect im looking for.

I want it for PC, I have Instagram on mobile but not really the kind of thing im looking for.

All the big powers they've silenced me. So much for free speech and choice on this fundamental human right, and outing the liars.
