Parking Charge Notice G24

Hi Could someone give me some help please.
Have today received a Contractual Parking Charge Notice in the post for an "offence" on 17th November. After reading some posts on here (very confusing subject to a first timer!!) I have checked POFA 2012 and noted the following
5) The relevant period for the purposes of sub-paragraph (4) is the period of 14 days beginning with the day after that on which the specified period of parking ended.
(6)A notice sent by post is to be presumed, unless the contrary is proved, to have been delivered (and so “given” for the purposes of sub-paragraph (4)) on the second working day after the day on which it is posted; and for this purpose “working day” means any day other than a Saturday, Sunday or a public holiday in England and Wales.
On my calculation that makes the charge notice just out of date?Bearing in mind they are charging for being 15 mins over the allotted time (apparently) do I have any chance of appeal on the basis that G24 did not issue their charge notice to me on time?
This has come as a total shock to us as the area we parked in (it was dark at 6.30pm) we didn't notice any signs and and it was on a retail park behind a store - walkway through to another store. No charges at all on any other part of the car parks around the stores.
