Parking Charge Notice G24

Hi Could someone give me some help please.
Have today received a Contractual Parking Charge Notice in the post for an "offence" on 17th November. After reading some posts on here (very confusing subject to a first timer!!) I have checked POFA 2012 and noted the following
5) The relevant period for the purposes of sub-paragraph (4) is the period of 14 days beginning with the day after that on which the specified period of parking ended.
(6)A notice sent by post is to be presumed, unless the contrary is proved, to have been delivered (and so “given” for the purposes of sub-paragraph (4)) on the second working day after the day on which it is posted; and for this purpose “working day” means any day other than a Saturday, Sunday or a public holiday in England and Wales.
On my calculation that makes the charge notice just out of date?Bearing in mind they are charging for being 15 mins over the allotted time (apparently) do I have any chance of appeal on the basis that G24 did not issue their charge notice to me on time?
This has come as a total shock to us as the area we parked in (it was dark at 6.30pm) we didn't notice any signs and and it was on a retail park behind a store - walkway through to another store. No charges at all on any other part of the car parks around the stores.

Have you read and digested the NEWBIES FAQ sticky as advised by Coupon-mad on the other thread you posted on? It really does cover most things you will need to know to be able to deal with this.
NtK is possibly just out of time, but this really isn't an appeal showstopper. It's never won an appeal in its own right.
Are G24 pursuing keeper liability under PoFA - or making the suggestion that the keeper is the driver 'on the balance of probabilities'?Please note, we are not a legal advice forum. You need to get yourself into the Parking Tickets Forum and read the Newbies Sticky carefully. This contains all the info you need to challenge the ticket correctly and win at POPLA.
Then start your own thread in that forum for the best help/advice.0 -
From the NTKs we've seen recently G24 use a POFA 2012 version, so the fact it arrived late does mean there can be no keeper liability. You may be best to ignore it because the IAS stage is considered to be (allegedly) a kangaroo court.
But make an informed decision (and that does NOT include an option to pay them!) after looking at the differences between these 2 G24 signs:

One looks appealable at IAS if the poster wants to try because the sign doesn't say what happens after the free parking period. The other version of a sign, does! So which is your sign...have a read and also look at any other thread talking about IAS appeals, such as post #3 of the Newbies thread, for starters.
Oh, and as a first line of attack, complain to the Store managers of the retailers EVEN IF THEY WERE CLOSED, EVEN IF YOU DIDN'T USE ONE OR OTHER OF THE SHOPS. Complain in person, this week at each store, that you were a customer of one of the retailers and browsing (or window shopping) around the others with a view to Christmas purchases. But unless there is someone who will cancel this fake PCN then you won't be returning in a hurry - how dare they charge customers in the busy pre-Christmas period for a minor delay...blah blah...get assertive about it and move the complaint up to the managing Agents or landowner of the site if you have to.
Loads of fake PCNs on retail sites are cancelled by complaining customers every day.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
