PCN received from UKCPS when goods loadings

Hi guys, I am a fresh newbee, this is the first time I got PCN.
I got a PCN from UKCPS recently when I was loading personal belongings to my friend`s flat.
There is a sign for no parking with very small words about parking charge, but I only see the no parking sign.
There are many personal belongings of my friends, so I took six times to enter the buildings, take the lift to her 10th floor flat, then back to my car. Each time was probably taken five minutes.
The warden was watching me loading the goods, he noticed that I have entered the security code several times for entering the building, then quickly attach a PCN when I was taking lift.
During these 25 loading minutes, I was running and hurry but still got a PCN. There is another goods loading vehicle in the front of my car, stay longer but with no PCN, because the keeper is a elder local man? Is it a discrimination?
The PCN says I was parking 20 minutes and charge £100, it`s from UKCPS Ltd.
I am confused that goods loading is a type of parking? I have moved the car for two meters after the third time came back. My friend is one of the witnesses, whom can prove I am not parking just goods loading.
I have read the form and do not pay the charge. I wonder know the following steps of how to appeal.
Should I write or not a letter to UKCPS to appeal? Does it work now?
Or waiting for the NTK coming, I found UKCPS is just a member of IPC from 18/11/2014. If NTK is issued, is there a IAS code for this type of charge?
If I received the IAS code, Can I ignore the UKCPS and appeal to IPC?
Any suggestion would be greatly thankful.

BTW, there is no sign or bay for goods loading and parking, also there is not any road marking.
The no parking notice did not include the period of goods loading, like maximum period.
Should I complain to the building manager? or my friend writes a complaint?

You wait for the NTK in a month or so, then send the first appeal from the NEWBIES thread. You'll have to write a letter to UKCPS before you can think about IAS...but don't talk about who was driving nor what happened. At IAS stage we often say 'don't bother' but the NEWBIES thread tells you that in post #3 anyway and explains why not.
While waiting, show us pics of the signs, readable wording please. As you cannot post working links yet, change the URL from http to hxxp.
DO NOT WRITE YET! Your friend could complain to the Building Manager but NOT saying who was driving, just asking if they can waive it and giving them a photocopy of the silly ticket if they agree to step in (they probably won't). Keep the original PCN.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

The NTK is received today.
I use the template for the first appeal and post to UKCPS.

So it's IPC wording and you will lose at IAS so your decision whether to bother with it (we tend to say DO bother and DO lose, to expose it to the DVLA as unfair and anonymous/not seen to be independent). As discussed here just now:

You will end up ignoring UKCPS, either way, but complaining to the DVLA, either way!
