Huge electricity bill

Exactly the same happened to me, even the amount. I disputed how they could let me build up a debt like that, but they wouldnt budge. The new monthly payment was so huge i couldnt afford it, so they fitted a prepayment meter. This was a year ago.
As with any other bill you are also responsible to check it's correct.
But back to the OP. The previous bill for 4500 kWH, was that based on your actual readings (start and finish)? Was it your usage or was it the previous tenant's last reading etc?01/26: OD £1200 600, CC £3914 3317, family £3100, loan £5618 5306- total: £13832 12323, mortgage £58,243 £57,7660
