IAS Appeals - Curious About Something

We all know that IAS appeals are currently something of a lottery - perhaps even a Kangaroo court. One thing piques my interest though ... for people who have appealed and lost, does the assessment say something along the lines of "the appellant must now pay £XXX to the PPC"? (i.e. insinuates that the assessment is binding on the appellant).
If it does do so, does that breach any rules or regulations?
(I know for POPLA appeals the assessment is only binding on the PPC, and I think this is specifically covered in POFA or somewhere. But I don't know if IAS are bound to follow the same rules).

I have seen one and am sure they say 'if you are to avoid court action you should now pay' or similar.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Thanks. I thought that would be the case, but this organisation runs under such dubious rules and methods that I wouldn't have been surprised if they had tried to strong-arm appellants into thinking they HAD to pay.0
