I'd defy anyone who had the cheek to demand I put my heating on when I am away, waste all my energy just to keep my neighbour cosy and warm,

Use your own energy, if the wardrobes and walls are that cold, install a radiator in them and make it as toasty as you want it. You can leave it on 24 hours a day if you want.
