charged for declined atm transaction

Can anyone help? I'm a seriously poor backpacker 
Situation:
I went to a shopping centre in Australia and went to take out $500 (£269). On seeing the exchange rate in declined the transaction.
Having checked my online banking I have been charged to my clarity cc.
I'm 99% sure I declined it and didn't just hit no receipt but I have a nag in the back of my mind now that someone is enjoying the last of my money
I've raised the dispute with halifax and also anz the bank here although they were a little reluctant as it was one of their sponsored atms not a branch.
Any other advice??

Other than leave it with Halifax and the ATM owner there is little you can do.
Please tell me you're not wandering around Australia letting ATMs and retailers dictate the exchange rate.I went to a shopping centre in Australia and went to take out $500 (£269). On seeing the exchange rate in declined the transaction.

Let Halifax do that.
Not most of the time. But sometimes you can lose a fair amount on a transaction.
Not as much as $500 granted

You may have declined the exchange rate they offered, a process known as dynamic currency conversion and the transaction proceeded after that. If there was a queue behind you, the next person could have pocketed the money or the machine may have retracted the cash. If the latter has happened, an ATM can often detect this and reverse the transaction so that your account is refunded.0
