overseas bidder can't make payment

An overseas bidder won an item. So they need to pay through paypal and then the item is sent through the Global Shipping Programme.
My paypal account is fine, I received a payment from someone in the UK yesterday, have not had any notifications from paypal of any problems.
The winning bidder seems to be having a problem paying. As far as I can make out (via google translate and a helpful forumite) he has struggled with paypal and the payment is either not going through or being rejected even though he has a healthy paypal balance.
He is blaming me for not accepting the payment, but I have never seen it!
Any help appreciated.

Could be a scam, next he will pay by cheque or credit note which will be stolen or fake but you will have sent the item before the slow bank tells you and removes the money from your account.
Stay firm, only accept Paypal and send in the approved way or you will loose protection.0 -
He has not requested a different payment method. He has bought other things from overseas, he has feedback in three languages (though a rating of only 5) so I thought he was a safe bet.
