Bank Charges - was there a resolution to the way & amount they charged?

It is fortunately not a problem that blights me, but I seem to remember there was a challenge going on before to review the amounts that banks charge for their fees, especially excess O/D fees and the like.
Were they asked to provide evidence to some form of committee on how they arrive at the actual figure of say £25 per unauthorised transaction?
What was the eventual outcome of all of this?
