Morning everyone,
I made the mistake of forgetting to pay by phone one morning and came back to a ticket on my drivers window.
I usually pay every day on the way out, but running late, excuses excuses and didn't pay that day.
I didn't appeal and received a letter in the post informing me the charge is £90 and can go up to £1000 if taken to court.
I have sent the template from the Newbies thread but received a response today advising that my appeal is unsuccessful, because it wasn't within 14 days.
It says appeals can only be granted if I can prove:
L1 I was not the keeper
L2 The parking contravention did not occur (they have attached photos that it did)
L3 The vehicle was stolen at the time of the PCN
L4 The vehicle is owned by a hire company
They have gone on to advise again that "However, unlike other parking penalties, non compliance may be enforced by the Magistrate's Court which can lead to a maximum £1000 fine when proven.
Is there anything else I can do to appeal this?

These Meteor tickets at South Eastern and Southern railway stations are legally highly dubious, claiming to be private parking charges yet with the threat of byelaw enforcement.
We need more information. Can you please post (removing and identifying information) both the original ticket and the subsequent letter.Je suis Charlie0 -
I unfortunately don't have the originals any longer, but I have found these posted on this forum.

That's a standard letter and Mag's court does not follow, it's written to frighten you. There wasn't even a Penalty Notice ever served, because the 'PCN' was only a 'Parking Charge Notice'.
If it was Northern Rail I would be advising you differently but as you are near me in Lewes, it's Southern Rail and they do not follow these through:

In short, I would ignore it now and wait until 6 months is up (then you know it's over because they only have a strict 6 month window to lay the case before Mag's court).
There are numerous cases on Pepipoo where OPs have successfully ignored Meteor's invoices, and never been prosecuted, a selection of which is listed on:

The expert poster on railway byelaws on pepipoo is IMHO, the user called anon42 (or similar) who knows what he is talking about. You could start a thread over there too to get their opinions but you will get the same as in the link!
Also on here there are loads of cases recently where people have sat it out for 6 months, seen if you search this forum (using the heading next to forum tools, just above the sticky threads) for the word 'Meteor'.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I managed to read through a few, but I was more worried that I didn't have the original paperwork so wanted to check personally.

I just searched the word Meteor using 'search this forum' and there are about 3 posts a month like yours. Look back at the results like I just did, go back a few months reading all results and you will see it goes nowhere, despite that scary letter. You SHOULD have appealed straight away as the sticky thread tells you, because you would have been offered POPLA now that the BPA have told Meteor they still have to (earlier on they weren't even offering POPLA to early appeals, which caused some good complaint letters which you will probably find when you search). And you would have won at POPLA using our wording and the scam would have been over.
So now you just need to arm yourself with the facts and be ready for the letters, based on what you read on pepipoo and here in other threads from people who have already 'been there, done that'!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
