PCN Resident Parking UKPC

Now I'm posting this on behalf of a friend as I'm not sure how UKPC works... However I used to work for a competitor, dare I name them MET parking....

Bit of background, MET Parking, if you ignore PCN's and other such threats 4 or more times they stop chasing you - this also flags up on the parking attendants machine to say ignore/constant abuser.... But you didn't hear that from NightWing :)

Now... My friend has recently moved into his new place, UKPC "run" the parking scene there, the day he moved in he was issued a PCN for not having permit to park, so he has appealed against it and they have turned round saying no he must pay the said fine. From what I've been told as well, the permit cost in the first year of living is covered in the cost of buying the apartment, how true this is, I don't know.... That said, does the said permit need to be paid? Is it compulsory to have?

Where does he stand with his current appeal and what needs to be done with said permit?

Any info and grillings are welcome :)

You/your friend need to read the Sticky thread for NEWBIES at the top of the page. This tells you everything you need to know on how to beat this.

The advice on this site has been Do Not Ignore for over two years due to the introduction of POFA 2012.

You friend needs to read his lease to see what the Ts and Cs are because they will trump any made up rules from the PPC. Did your friend wait for the NTK or did he out himself as driver making it harder to appeal?

... and you of all people should know that it is not a fine.

The key factor is the lease. If the lease grants your friend "quiet enjoyment" and makes no mention of a parking permit, UKPC can go swivel, you can ignore them with impunity.

If the lease mentions a permit then do as fruitcake advises and follow the stickies. As neither they nor the Managing Agents have suffered no loss because of your intransigence, and as the existence of a contract is unlikely, you will not pay them a penny. You on the other hans can cost them plenty.

They have already had their fingers burned by a vexed owner/occupier.

Here's a recent similar thread, seen through POPLA appeal and right thru to the end (complaint and opting out of the permit scheme):

Easy to beat UKPC at POPLA if you follow the NEWBIES 'sticky' thread templates.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
