PCM UK and DRP UK

Back in August I had a NTK for parking outside marked bay.

Been through all the appeals which were denied through the IAS, who's adjudicator sided with PCM. They said no evidence was seen but I submitted photographs on their website appeals system.

As I've been doing all the correspondence they are pursuing me for the debt, I don't even drive!

Should I ignore these letters and wait if court papers arrive or just pay? I think I know the answer. They want me to pay by 3rd December.

I've never said who was driving, so they don't have that information. It'd be quite amusing to waste their time in court by standing up and saying no one was driving and to justify their £60, then £120 costs. Can they compel anyone to admit?


Any advice would be welcome.

  • It wouldn't be so amusing if you said "no-one was driving", and they responded "we don't care, we are pursuing you as the keeper under POFA." Mind you, it's unlikely that the Notice to Keeper complied with the Act.


    Options now are
    a) Ignore everything you now get, save for a LBC or court papers, or
    b) Now name the driver and allow them to appeal, etc.
    Depends if it's BPA or IPC. BPA can easily be beaten at POPLA if you do it right. IPC is a kangaroo court at which you'll likely lose, so probably not worth it.

    Yes - or let us know if you get a Letter before Claim from PCM or the IPC's own Solicitors, Gladstones.

    - Are you the registered keeper?

    - Did they ever send a Notice to Keeper? I expect not, so they are stuffed. Where the driver has never been identified they HAD to send a NTK!

    Well I meant the amusing bit with irony since I don't think these people ever do their 'investigations' properly. I think PCM UK are a member of BPA. I'd need a bit of guidance on a proper appeal. The evidence presented of the sign in PCM's operator was illegible.

    Yes they did send an NTK which they obviously claim is legit. Pictures of the car show no occupant and as mentioned the picture of the sign isn't readable. They only supply one picture on the NTK.


    I'm not personally the registered keeper, I won't say who is on here just in case, but I don't own the car nor have a full license.


    I've read that it's a plus not to name the driver if it gets to court.

    No they are not, not an AOS member anyway, not any more. They are IPC members but you know that as you had to appeal to the IAS not POPLA.

    Show us the evidence, how come you got to see it? Normally the evidence they send to the IAS isn't shown to you. Do you mean the rejection letter only?

    How can they have sent a NTK to you if you are not the keeper? You don't mean the rejection letter do you? I was asking about a specific document called a Notice to keeper which could only have been sent a month or two after the parking event and ONLY to the keeper, after PCM got the DVLA data. Was one sent to the keeper?

    It was the online evidence PCM UK presented that I logged in to find on their payment/appeals system. I believe they are supposed to provide legible evidence of the signage. (Can't get pictures to post)


    They replied to my appeal by their adjudicator by email. I'll copy and paste this into here too tomorrow.


    Via my PM to you you'll know why I replied to the initial NTK, even though I am not the keeper I am at the same address.

    You can post links if you change the http to hxxp. I really want to see if they sent you a NTK as I would have thought they would not have done if you appealed early.

    I had another DRP letter despite them waiting since November 14 to chase again.


    Will post the NTK and other documents when I can scan it all, or should I just pay?
