OK to add external vent in flat with property manager? (Scottish law)

As title, this is in Scotland. A family member owns a flat in block with a property manager (factor) and there's various prohibitions such as not putting up a Sky dish.
They want to add a kitchen extractor fan to vent outside - they are on ground floor so easy enough to drill through the wall.
However, should they be seeking permission before they get a builder to make the "hole in the wall"?

The wall's jointly owned by everyone in the block, so strictly speaking they'd need to get everybody's consent.
But I suspect it's the sort of thing they'd get away with (assuming the builder doesn't do anything silly and it's not an offensively ugly vent).0
