Not "allowances" though. They are average National figures the OR can compare against as a benchmark to assist them in decisions, but your actual expense are what you should put down.

The OR examiners know the numbers, so if treated as allowances and used too closely, examiners are going to suspicious and may require proof of your expenses.

Still they are a handy guidelines, as sometimes people who have been in debt and perhaps scrimping for a long time due to that may have a tendancy to underestimate what is actually reasonable spending for normal living.
