  • What is the nature of the petty complaints.

If ever you wish to sell your flat you may be asked "Have you been engaged in any dispute with a neighbour"
If you are not asked you do not have to give such information.
If you are asked you have to answer truthfully.
    I had a dispute with a neighbour in 1991.
In 2003 we negotiated a mutually beneficial solution.
I even quite like him now.
    Might be worth a try.

If he is a housing association tennant I don't think he is allowed to sublet. Check your rental agreement. You could force him out for good if he has broken the contract. ;D

These sort of people enjoy being a nuisence, basically got a screw lose, any normal people would confront, or at least say something to someone who was annoying them, but oddballs take revenge.

I am afraid in my experince these sort of people will not take mediation or respond to a cup of kindly meant tea.

I have to agree with whats already said, video and Police.

My sympathy goes to you, and I hope it gets sorted soon. :-/
