Have you a family member or friend who can lend you a camcorder..............then you have to stand watch I'm afraid and catch him doing it :-/
That would be the only way you could prove it was him ,unfortunately unless you get him on film or someone actually catches him at it , you really can't prove it's him,sorry.0 -
Totally agree with what Trafalgar has said. Keep diary of what is going on. Witnesses would be good to - other than the people who live in your house. Camera evidence is the best that I can think of. Good luck.0

Rather than look for more problems, how about asking the help of...
Another neighbor to find out why this is going on?
Community Police officer - friendly chat, NOT inviting prosecutions or the legal wrangles, that could go off!
Even the vicar (I'm serious) if they have any religious background.
Or even knock on their door, with a piece offering, make a cake & say something like...I really don't want this bad feeling to continue, I'm SURE you don't either, can we put this matter to rest??..
You never know!!
Or move!!!!!

Thanks for all these lovely responses. I think that the community policeman is a good idea given that he is afraid of mediation it might be enough to make him behave. The events are so infrequent that video evidence would be hard to get but I am thinking that a dummy video camera might be sufficient, on the other hand it could inflame his anger. I'm going to have to mull it over a bit more.
No question of moving, I love my little flat and garden. Also I act so slowly my adversaries tend to do themselves in way before I get around to it.

You can get webcam software that detects movement and takes a video.0

With it being a communial garden you would not allowed to install use surveillance cameras. However you would be within your rights to use a video camera.
So, looks like for the time being you'll have to stick with the community police officer, local authorities & such like.0
