Illegal to sell info to debt collect for settled accounts?

Hi,
I closed my mobile account with T Mobile (now EE) back in 2010 and as far as I was aware had no outstanding balance.
Last year I requested a credit report and saw I had defaulted with the t mobile account with an outstanding balance of £47. I contacted EE to query this as I hadn't received any letters chasing the outstanding payment - so was baffled that they could allow this to default if I hadn't even refused to pay. After many letters between myself and EE it was eventually agreed to split the remaining balance 50/50. EE credited the account and then I made the final payment, this was in March-April this year.
I then received a letter to my address from Lowell Financial saying my details had been passed to a debt collection agency bpo collections. I rang up bpo and he said as long as I can prove I've settled the amount they can close it. I've rang my bank and they have found the payment on my account and are sending a statement out to me.
Is this legal to sell incorrect information to a debt collection agency?
I was already frustrated with EE for not contacting me in 2010 to settle the outstanding balance - but I am even more frustrated now I have received these letters demanding I pay money that I don't owe.

Any help/advice is much appreciated!
Thanks

When they passed the info on had defaulted and not paid. Whether that was correct or not is between you and T.Mobile.

Its just taken the debt collector a while to get around to you. Just humour them and get them to do the donkey work.

As EE accepted the payment i assume the debt has not been sold. So just tell them to contact EE. You refuse to speak to them.

Write and dont phone also, Advice on the debt boards is not to sign it either.

they have only recently passed on the info, as the debt collection are asking for £23 - half the amount of the original balance. So its as if EE credited the account and then haven't added on the payment from me.
On your advice I have emailed BPO and told them to speak with EE to get this resolved.
I would like to complain to EE regarding this as it should never have happened, and should have been cleared on my credit report in April this year when the balance was paid, Im assuming its still 'open/defaulted' on there now.
What is the best way to approach this situation with EE?

    Thanks

Complain to EE as per https://explore-orange-live-orangedigital.s3.amazonaws.com/T1460_EE_Complaints_COP_A4_v3.pdf Make sure you tell EEE you will be going to the ombudsman if you are not satisfied with their response to your complaint.

Then as it says there if you get nowhere go to https://www.cisas.org.uk
