Payments Council Guide makes false claim that consumers are liable

The Payments Council has a new guide to online banking that is indirectly linked to in a current MSE news story that doesn't currently have any link to forum comments, though that'll probably change later. Unfortunately it asserts that consumers are liable when they are not liable and are protected by the law:
"If your bank can show you have been ‘grossly negligent’, you will be liable for the whole amount"
This would be a beach of the Consumer Credit Act if credit had been provided as part of the transaction, typically if the account had gone overdrawn. Regardless of any negligence standard the CCA limits the liability to a maximum of £50 in this case.
Beyond that, the wording is hardly ideal, first asserting that "You will never be liable for any unauthorised transactions after you have notified the bank unless it can prove you acted fraudulently" before going on to list three ways in which you can be liable even if you have not acted fraudulently.

While the story's link to forum comments isn't working, a brief look at the board would have shown you that the comments thread was already up when you made your post. So perhaps you could report the issues you have there.
