Any advice on video editing software?

Hi, I asked a while ago but as software progresses so quick thought I would ask again,
I have a camcoder tape from 1991 in which the person doing the recording forgot to turn the light in. This tape has massive sentimental importance to my parents and I would love to get it brightened up and onto a dvd. I have managed to put it onto a DVD myself but am at a loss as to what is the best programme/way to brighten it up for them. Is this even possible?

Windows? Split it into individual frames using movie maker or similar.
You will have a folder full of photo's picasa (free from google) will brighten them up a treat. then compile back to a video using movie maker again.
How long is the video? can you upload it?Censorship Reigns Supreme in Troll City...0 -

I can personally recommend Sony Vegas editing software. About £30 to £62 from Amazon, depending on the version. It is pretty complicated to get to grips with, being a cut down version of their Pro program.
But it will lighten up footage which is quite dark, although like any program there are limitations. It can't make something out of nothing.
I don't see slitting it up into frames would be sensible. A 30 minute tape would result in many, many thousands of individual frames to deal with.
You will need to go back to the master tape, as there will be generation losses in making a DVD from a DVD. What format is the master tape?0
