Housing benefit underpayment

I received a letter this afternoon from housing benefit which states they have underpaid me by £769 housing benefit and £351 council tax support. They have said they are going to pay the underpayment straight to my HA, and the council tax one will go towards my council tax support.
My rent is £102 per week and HB have been paying £70 I pay the rest out of my ESA, why do they send the underpayment to my landlord? Why doesn't it come to me? It's not as if I'm in arrears and not been paying the shortfall, surely the money should come to me as it's me who has been underpaid not the HA. Also the council tax support has been taken straight from me ESA as I would rather they did that so if they are going to put the money they owe me towards my council tax would they stop taking the money from my ESA?

if your rent account is in credit after they p[ay the additional HB, thgen you can ask the HA for a refund.
i would think that they will stop taking money towards council tax, but yoyu need to iask the council directly.
