ipad not charging

hi all
id appreciate any advice you can give as to how i can solve a problem with my beloved ipad4.
i bought it from a retailer on Amazon in Oct 2013.
a couple of weeks ago i noticed it losing its battery life very quickly and it was very slow to charge.
now it wont charge at all when connected to the electric wall socket or it only randomly charges up to a maximum of 2% no matter how long it is connected which gives me about 2 mins operating time.
i have spent lots on new cables and chargers to no avail.
could it be the battery has given up altogether? a friend who no longer uses ipads said it is quite a common problem which is why she has a Samsung now.
I 'd expect something that cost £3oo+ to last longer than 13 months. i contacted Amazon who said the company that sold it no longer trades with them.
Im really reliant on it and im dubious of sending it away to some strange company to be repaired (if a repair is possible). Im unsure what to do.

Normally with the ipad it is the cable. Look at reviews on apples own website but batteries can die easily. When I have had issues I took to Apple store where they swapped it for a refurbished one. But make sure it is backed up0

It could just be a case of fluff in the charging port. Does the ipad get recognised if you plug it into a PC? If not then I'd definitely look at poking around in the port.0

Yes and no.
Its a problem with Lithium Ion batteries more than an iPad issue.
Without getting too technical if use a device with a Li-Ion battery to the point it powers off, then you are approaching a critical point in the battery's voltage. The cut offs are set usually around 2.8V per cell, so they will cut power before the battery is damaged.
If you then leave the device for a while (think week or so not days) before charging it it's still drawing power from the battery, although a small amount, however its eating in the batterys reserves. If you fail to charge it before it gets to a critical voltage (around 2.6V) then you can see a chemical change in the batters that means it will never take a charge , or only take a very small charge in the future.
Your Friends Samsung will suffer the same problem if they flatten it and don't charge it too.
Batteries cost between £15 and £40 depending on model to replace, Apple will charge mode but swap out the entire unit, its not a hard fix if you want to do it yourself, but a bit fiddley, Look on you tube for guide video's.0
