Landlord refuses to write letter for Housing Benefit to Lodger & now want me to leave

  • Think the person he pays money to is his landlord: However it is quite possible that that person does not own the property, & the person he pays money to may well be tenant of the owner, the tenant's landlord (but not OP's landlord)

    Give Shelter a call to see if they can help clarify whether you're a lodger or a tenant.
    Shelter told me to write to the person that signed my receipts informing that I paid the pending gas + electricity fees on the landlord account as request while the present rent arrears are only due to his refusal to provide the letter/tenancy agreement required by the council. They equally adviced me to state in the letter that I wanted to leave two months ago but he refused to make two months refund/rebate (one month rent + one month deposit) and to inform him as he refuses to provide the letter for the council, one can legitimately consider he is not the landlord and also I am a tenant instead of a lodger.
