    Thank you for your suggestions and I will work on this letter now :-)

    I did copy and post the whole original letter on to the POPLA website and submitted it online so there should not be any missing pieces
  • Since CPP are not litigious and if POPLA do not relook at my case, I think I will happily just wait and see what happens and wait for their 'useless' letters. I would be exceptionally surprised if my employer would allow one of their members of staff to be taken to court....

    This is a formal complaint because it is clear POPLA has failed to provide the Assessor with my whole appeal which was based on much more than just signage. I included the fact the charge is not a genuine pre-estimate of loss and the fact I have a paid car parking permit to be in the car park. If I have a permit to park in the car park they can be no way that CPP would be out of pocket and therefore they would be no genuine pre loss of earnings. CPP provided a copy of my permit to park in the car park.

    I require a review as to what happened and my case need to be reheard.

    Much better, go for it. This decision has only looked at signage, which is very odd.

    a small point here

    the appeal should not have been copied and pasted on the popla site, lazydaisy has said so over a year ago

    you put a precis of the appeal in the online box, and say see attached appeal for the full details, you then attach all of the appeal in word or pdf format

    I am not sure but possibly a copy and paste appeal causes some to be lost if it has a maximum word count

    the box is really there has a short starter for ten before the main course which is the attachment containing the full appeal

    lazydaisy also mentioned doing both, attaching it online AND sending a copy by snail mail

    Should have been OK though as POPLA increased the word count a year or so ago and people have not reported any problems recently. That appeal wasn't particularly long, either.

    I think the GPEOL appeal point #3 might have been titled more specifically 'No Genuine Pre-Estimate of Loss' and have had more 'heavyweight' content to back up this assertion.

    Nevertheless, POPLA's decision is only binding on the PPC. :)

    The problem is, on the POPLA website, they don't make this process very clear at all, so when someone submits an entire appeal via their little text box, it really is POPLA's own fault.
    On a good note though, when you click 'submit' in that page, you get an automated email with everything you wrote in that box (layout removed), so the OP should have a email somewhere from POPLA which has his entire appeal in it, including point 3. There is no better proof then that (so if the head assessor States that they didn't see the Poont 3, the OP can just forward them their own email with it in, if he still has it)

    If nothing else, he can check that email to make sure point 3 was indeed sent and not lost in the web.
  • So I've just checked through my emails and the whole appeal doesn't appear in the email! How frustrating. I'm sure I attached it as a letter and uploaded it but the only thing in the email response from POLPA is what I put in the short text box which wasn't very much, therefore the whole appeal looks like it is missing. This probably explains why Christopher Monk rejected it

    I'll await for a response from HG in the New Year from my recent letter. I presume he'll say it wasn't received.... Grrrrr

    Any suggestions?
