Credit cards from Ocean Finance & Luma, powered by Capital One?

Hi all
I had a credit card with capital one which I defaulted on in 2012, which is still being repaid each month.
Having looked at both Ocean and Luma cards, they're both Capital One cards behind the scenes. I applied for a Luma card around 9 months ago and was refused.
Will I not be able to apply for any cards with Capital One behind the scenes?

Credit is provided by Capital One, Luma is a Capital One brand, and Ocean is provider of sub prime credit so the likely hood if you being accepted two years after you defaulted is highly unlikely.
Maybe go with Vanquis or Aqua.0
