PCN from Car Parking Partnership @ University of Nottingham

Hi Guys,
My car received a CPN from Car Parking Partnership when parked on campus at the university. It was parked outside the gym, and whilst there is a sign (I later noticed) on entrance to the car park, there is no signage around the area where you park. I received the notice to keeper today. I can't attach images or links so the below things are links if you add http:// to the front

So I guess the next step is to appeal with a formal notice quoting signage and such? Would it be alright to get an opinion of the NTK to see if it is legal and such too?

I can see that the small print on the NTK confirms that Car Parking Partnership is a trading name of Liberty Printers (AR and RF Reddin) Limited, Company No.02920033. However, Companies Trading Disclosures Regulations requires that the company’s registered address should also be shown. I can see only reference to a Northampton P.O. Box address with no mention of the company’s Registered Office address, 17 Rochester Row, London, SW1P 1QT.
With regard to the Protection of Freedoms Act 2012, for starters, the NTK fails to clearly identify Liberty Printers (AR and RF Reddin) Limited as “the Creditor”. I’m sure that there are many other reasons why the NTK is non compliant with PoFA 2012.
Also, I wouldn’t be surprised if the car park signs gave only details of the trading name “Car Parking Partnership” rather than the name of the actual company. If that is the case, there is no way that Liberty Printers (AR and RF Reddin) Limited could possibly have formed a contract with the driver; it would be useful to see a picture of the car park signs to confirm this.0 -

Yes just use the first appeal version that's in the newbies sticky thread, same as every case.guess the next step is to appeal with a formal notice quoting signage and such?
The NTK also doesn't tell the keeper to 'pass the Notice to the driver' if the keeper was not the driver. Which of course the keeper doesn't mention either way. So at POPLA stage make sure one appeal point is 'no keeper liability' exposing all the flaws with that NTK when compared to paragraph 8 of Schedule 4.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

This one is as you turn off the main road before you get to the carpark

This one sign is about 25-50m before you get to the carpark and there are no other signs like this in the car park. In fact the car park has no signs in it atall!

Sign says contract to park is with the University of Nottingham. They are not BPA members, despite 'sporting' the BPA roundel (on their roundel of a sign).
The fact that Car Parking Partnership is listed at the bottom of the sign is irrelevant - they do not have any form of contract with the driver, and should not be accessing RK data from DVLA

Appealing is totally within your rights (taking a belt and braces approach and covering all your bases) but you must press hard on the BPA in parallel.Please note, we are not a legal advice forum.
