Salford City Council - Selective Issuing of Penalties

Hello,
I wonder if you can help me with some information.
Last year I was given a parking ticket by Salford City Council for parking on a roundabout island near Media city. The markings (I think it says no parking weekdays 8am -5 pm or something like that) were unclear, the road's single yellow line blurred, and most of the signs were obstructed by trees and hedges around the roundabout cul-de sac. There were other motorists who parked there too, although when I returned to my car that day, i found everybody else had left. My car was the only one remaining, and it had a parking ticket. I paid the ticket, and thought no more of it.
However, it turns out that a year and more later, other people still park their cars around the same roundabout edges, as I saw that day when i first parked my car, they even park on the island itself,every day I've returned a couple of times, just to make sure, and it seems to be the case. Further, nobody moves their car any longer?? Nobody gets a parking ticket?? Now I'm not wishing anybody a parking ticket, I'm just wondering why I got a parking ticket,and nobody else did. I can't see any changes, except that they are parking on the same spot and road I was penalised on, around the same times I got my ticket, and nothing happens to them. Are the councils allowed to do that. To issue what appears to be selective penalties to selective people? I feel like I was picked on, and although I'd like to forget about it, I can't shake it off. Can I claim back my money, or at least reveal what appears to be some form of discrimination on the park of Salford City council?

Sorry to say that whether a car gets a ticket is down to whether a CEO on foot is in the area dishing tickets out! Maybe you were unlucky if they rarely ticket that area. And you will never get a refund based on the fact other cars haven't been ticketed, sorry.
Also a single yellow is not in operation all the time, and disabled drivers can park there for 3 hours, and people can temporarily park for some minutes on a yellow line to unload/load, so the fact you see cars there doesn't mean they have been parked there for the duration, nor that they are necessarily even 'in contravention'.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
