Maybe we should have worded this differently.
How can we obtain a legitimate proof of address for our new au pair so that she can open a bank account in the UK?
Council tax and utility bills are not an option as explained earlier, and she is not enrolling on a formal course of study.

Thanks for all replies.
We cannot add our au pair to our council tax bill as we live in MoD family accommodation so council tax is deducted from our salary at source with no actual bill.
As for our utility supplier, they will only allow 1 name on the account, so even my wife cannot be added! That said, even if we could add another person, the account has online billing only, and online bills are not allowed as proof of address either.
For reference, car insurance paperwork was not accepted either.
As we originally stated, we understand that banks need to be careful, but there really needs to be some provision for people who find themselves unable to provide the standard paperwork through no fault of their own. In the past, one of the old "Basic" accounts would have been an option for us, but even these are now no longer available to us (as we were informed by the banks that we asked).
If you are really in the forces, you will know that the MOD would help your au pair with a bank account, and you would not need to ask on a public internet forum.

Seems stupid, especially for EU.
Banks need verifiable addresses for EU citizens to satisfy certain financial directives such as the 'savings taxation directive'.
AS mentioned before, check HSBC all BBA for foreign customers should be opened in branch, they can accept passport for ID and overseas drivers licence for AV - account will be opened on overseas address and UK added as correspondence. If they won't accept try and get letter from employer - if UK based.

Bank, building society or credit union statement from a UK institution (showing your name, current address and transactional activity on the account. Online statements will not be accepted. A non UK bank, building society or credit union statement will be accepted as address verification for Foreign Nationals only and only where this is within a jurisdiction with equivalent legislation and financial standards)
Letter from a UK employer (Foreign Nationals only – must be written in English on official headed paper and show the contact name, address and telephone number. The letter can be addressed to you, the Bank or ‘To whom it may concern’.)
Full Driving Licence, UK or overseas (must show your address, signature and photograph
Does depend on country where your au pair is from too. Most EU easy some other countries a bit more difficult.0 -
