Recent Pay Review

Just looking for other peoples thoughts on a recent pay review I requested, if you don't mind.
To keep it brief my pay has been the same for 6 years so requested the review and put my case across based on my work performance and loyalty to the company etc.
I have worked for the company since I left school (18 years) and been in my current role for 8 years.
I also took in evidence of my same job role/description around the country and what they pay was there.
My salary is £18k and others being advertised were from £20k to £22k with experiance not being essential (according to advert).
I requested the review in writing and then had the review face to face and requested the respopnse in writing.
The response in writing declined any pay increase and the reason given was the cost of living was higher in these parts of the country. I am in the North East and the other jobs were in Luton, Cardiff & Edinburgh.
I have investigated on the internet the cost of living comparisons for these locations and the only one which was higher was Edinburgh but the % difference didn't reflect the % difference in salary.
The letter also stated the only wat I could obtain a higher salary is to progress higher within the company or move location. I can't progress higher at the moment due to personal circumstances so wouldn't be able to commit to the additional hours required. I have also been told verbally and witnessed other team members that you are not actually allowed to move location for a salary increase alone, into the same job role.
Is there anything wrong with this written response or is this just standard practice in the private sector.

You get more promotions by staying in a company. You get more money by switching company.
Those who have "worked their way up" will almost always be on less money than those that came in at that role. As long as they arent discriminating against you due to age, sex, disability or other protected characteristic then they are free to pay you whatever they want and dont have to rationalise it to you.
I know at one point I was earning £20,000 less than most my peers and £45,000 less than one of them, I even had staff working for me on more money than I was on but I had moved up from the call centre and even getting 20% payrises etc hadnt been close enough to align my salary as 20% of not a lot is still not a lot. I jumped ship and got over a 50% payrise0
