You need to tell us who the retailer is so that we can check their T&C's.

Well without actually seeing the webiste its difficult to know who is in the wrong and who is in the right. It could be a case that you chose the wrong delivery option, or included items that were not eligible.
Id suggest you post that site so people can have a look and you will then be able to receive the right advice.0 -

OP if you are thinking about contacting Trading Standards, you could do that via the CAB who, if appropriate, will pass on your complaint to the trading standards department for the area the business is trading from.
However, any action TS may take, will not get you a refund of your carriage charges.
If you are convinced you are due this refund, perhaps send the company a letter before action.
