Difficult to know what you have done.
You can move the 'Start' toolbar by clicking and dragging.
Icons on your desktop can also be rearranged by clicking and dragging. You may need to uncheck 'Auto arrange' by right-clicking the desktop.

Hi,
right click on an empty part of desktop and you should get an options box.
You should be able to drag and drop an icon by left clicking on it, keeping button down and dragging to where you want.
If you hover the cursor at the bottom of screen until you get a double headed arrow you should be able to stretch your screen.0 -
right-click on an empty space on your desktop
this give's you another box
go to properties
click properties
go to desktop tab
go to customize desktop down the bottom end of that box and click on it
at the bottom of that box you will see
run desktop clean-up wizard every 60 days
uncheck this box click ok
as for your icons just
hold the left-click down and drag your icon to where you want it to be
hope this helps
